hmmmmm

my initial instinct is fair. You can be nice without being fair and you can be fair without being nice. In the latter, you are still left with fairness. You will have been treated no better or worse than you deserve or than anyone else. In the former, you may have been treated very nicely and in the end gotten screwed and not in a good way.

Anyone who is parent to more than one child knows that sometimes you have to do things that the children do not consider nice at all but in the long run fairness serves them better.

Better to be fair - it's the higher ground. But it's nice to be nice to the nice all the same :-)
